The NJ Housing & Mortgage Finance Agency (NJHMFA) and the Green Homes Office (GHO) are conducting Energy Benchmarking research on developments within NJHMFA's portfolio. By tracking utility bills for the multifamily developments that NJHMFA works with, we will be able to see how each building is performing compared to similar buildings in NJHMFA's portfolio and to those in other states.

Energy Benchmarking is a New Jersey Housing and Mortgage Finance Agency (NJHMFA) initiative to work with NJHMFA-financed properties to collect energy usage data.
NJHMFA will use this data to compare energy usage across building types, measure effectiveness of energy efficiency upgrades and guide future program development.
What is the purpose/benefit of Energy Benchmarking?
The data collected through the Energy Benchmarking Initiative will be used to ultimately accomplish the following goals:
- Identify properties that could benefit from energy efficiency upgrades;
- Provide guidance for future energy efficiency program development;
- Provide a basis for expected utility cost reduction achieved through energy efficiency and renewable energy programs; and
- Track the success of past energy upgrades, such as solar PV installations, co-generation, ENERGY STAR® certification, and other programs.
How can I participate?
If you are a Building Owner, Managing Agent, and/or a Property Manager:
- Please Complete the Building Owner Utility Release Form and Energy Benchmarking Survey Form.
The Building Owner Utility Release Form provides access to energy usage data for the past two (2) years and for the following four (4) years. Property-specific details will be kept confidential.
The Energy Benchmarking Survey Form provides property characteristics including conditioned square footage and details on past energy efficiency upgrades.
- Please assist with outreach to tenants in individually-metered buildings.
Just as we are collecting account information from Building Owners, Managing Agents and Property Managers, we are also conducting outreach to collect this information from tenants in individually-metered buildings as well. This will help our research to be most comprehensive. Your assistance with outreach to tenants is much appreciated.
If you are a tenant:
- Please complete the Tenant Utility Release Form.
The Tenant Utility Release Form provides access to energy usage data for the past two (2) years and for the following four (4) years. Property-specific and unit-specific details will be kept confidential.
